Where District Court during summer recess of Supreme Court entered judgment in prohibition and mandamus proceedings prohibiting Liquor Control Board from issuing liquor licenses in Blackfeet Reservation to persons, who did not have permits from Blackfeet Tribe, and to require board to issue licenses to those having permits, and District Court refused to stay issuance of peremptory writ until Supreme Court could act on application for supersedeas, and licenses were delivered to those having permits, and they began sale of liquor and beer, Supreme Court would dismiss appeal on ground that cause was moot.
